GET A FIRST LOOK AT CONGRESS MINUTES HERE. | | | FACEBOOK SPENDING NEARS RECORD HIGH: The $5.1 million Facebook dropped on lobbying last quarter were its second-highest expenditures since the troubled social media platform registered its first federal lobbyists in 2009, POLITICO’s Emily Birnbaum and I report. The spending spree outpaced the company's big tech peers Google, Amazon and Microsoft. In fact, the only entities that outspent Facebook on lobbying for the quarter were the U.S. Chamber of Commerce (of which Facebook is a member), the National Association of Realtors, Business Roundtable and the drug lobby PhRMA, according to disclosures filed late Wednesday. — The surge of congressional and executive branch lobbying came as Facebook faces an antitrust suit from the Federal Trade Commission as well as bills that could make it easier for regulators to break up the company. The quarter also marked the beginning of a still-rolling crisis inspired by the whistleblower Frances Haugen, who provided documents to Congress, the Securities and Exchange Commission and the news media backing up accusations that Facebook knowingly concealed data showing the social harm its products inflict. (Facebook has denied the accusations.) — Facebook's quarterly spending is a roughly 4 percent increase over the same period last year, and was up 6.7 percent from this year's second quarter. The company's only bigger-spending quarter was the first three months of 2020, when it reported spending $5.26 million. TONY PODESTA CRACKS THE REVENUE RANKINGS AGAIN — SORTA: “Huawei, the Chinese tech giant that is on a U.S. trade blacklist, paid veteran Democratic lobbyist and donor Tony Podesta $500,000 to lobby the White House during the third quarter,” CNBC’s Brian Schwartz writes. “The disclosure comes as the Biden administration is facing pressure to keep Huawei on the blacklist, which restricts the company’s access to semiconductors.” — Podesta’s registration to lobby for Huawei “marked his return to lobbying after he left the business in 2017 as his firm came under heavy scrutiny in special counsel Robert Mueller’s probe.” According to a disclosure filed Wednesday, Podesta “targeted only the White House Office for Huawei last quarter. The disclosure form says it was for ‘issues related to telecommunication services and impacted trade issues.’ The White House Office is run by the president’s chief of staff, who, in this case, is Ron Klain, another veteran Democratic power player. A source familiar with Podesta’s lobbying efforts for Huawei told CNBC that Klain was not contacted.” — Podesta’s Huawei haul last quarter was one of the top individual lobbying contracts on all of K Street, disclosures show. The influx of cash was part of a sharp uptick in lobbying expenditures from Huawei after dropping off last year. The company spent $1.4 million on lobbying last quarter, up from $1.1 million in the second quarter and significantly higher than the $100,000 it spent on lobbying this time last year. — Since his return to lobbying this year, Podesta’s signed one other client, Bulgarian energy company Protos Energy SSC. The firm also paid Podesta $500,000 despite Podesta conducting no reportable lobbying activity, according to a disclosure. LINCOLN TO LEAD ISP PRIVACY COALITION: The 21st Century Privacy Coalition , which represents internet service providers and their trade associations to push back on proposed changes to privacy and data security laws, has tapped former Arkansas Sen. Blanche Lincoln to co-chair the group after two leaders, former Obama-era FTC Commissioner Jon Leibowitz and Davis Polk, left the coalition this summer. Lincoln, a Democrat who left the Senate in 2011, also runs her own lobbying firm, Lincoln Policy Group. DEMS FACE OFF AGAINST INSURERS OVER POSSIBLE MEDICARE ADVANTAGE CUTS: “Democratic leaders are eyeing cuts to private Medicare plans to help pay for their domestic agenda, risking a political backlash and a showdown with health insurance companies that stand to lose billions of dollars in one of their most lucrative lines of business,” POLITICO’s Alice Miranda Ollstein and Megan Wilson report. — “But even before lawmakers coalesce around a single proposal, lobbyists for the insurance industry are releasing television ads and dialing up allies in Congress, reinforcing how politically risky the cuts could be for Democrats, who hold slim majorities in both chambers and can ill afford to lose the senior vote.” — “Industry-allied groups — the Better Medicare Alliance, the Coalition for Medicare Choices and conservative nonprofit America Next — have spent $2.6 million on television advertisements opposing cuts to Medicare Advantage since the spring, and the pace of those ad buys is accelerating, according to AdAnalytics data analyzed by POLITICO. ‘It’ll be [insurance] plans’ job to make it as toxic as possible,’ said one industry insider close to the negotiations, who talked to POLITICO on background in order to speak freely on the sensitive talks. ‘We know members are already telling leadership: “We can’t take attack ads saying we’re cutting Medicare.” They know the public isn’t going to distinguish between the private and public pieces of it.’” CHAMBER-LED COALITIONS GO ON THE AIR TO PUSH BIF VOTE: A pair of infrastructure industry coalitions are hitting the radio waves in 13 states to keep pressure House lawmakers and press them to back an immediate floor vote on the bipartisan infrastructure bill that’s been stalled in the chamber since August. — The ads from the Transportation Construction Coalition, which is chaired by the American Road & Transportation Builders Association and the Associated General Contractors of America and the Americans for Transportation Mobility, which was established by the Chamber, will air during key drive times beginning today. — The spots will target six Democrats — Cori Bush (Mo.), Kai Kahele (Hawaii), Veronica Escobar (Texas), Mark Pocan (Wis.), Lloyd Doggett (Texas), Melanie Stansbury (N.M.) — and nine Republicans — Mark Amodei (Nev.), Dusty Johnson (S.D.), Darin LaHood (Ill.), Peter Meijer (Mich.), Dan Meuser (Pa.), Tom Rice (S.C.), Lloyd Smucker (Pa.), Randy Feenstra (Iowa) and Troy Balderson (Ohio) — who have not committed to voting either way on the bill. — “Imagine if you could buy a stock that tripled your money, guaranteed,” the ads will ask. “You’d be a fool not to invest, right? That’s why Rep. [member name] must help pass the bipartisan infrastructure bill.
