Presented by Freight Rail Works: Delivered daily, Influence gives you a comprehensive rundown and analysis of all lobby hires and news on K Street. | | | | By Caitlin Oprysko | | With Daniel Lippman THAT’S A LOT OF CONTACTS: Even before Russian President Vladimir Putin ordered the invasion of Ukraine earlier this year, lobbyists representing pro-Ukraine interests in Washington throughout 2021 were in the midst of a lobbying campaign of an unprecedented scale, according to a new report published today examining the U.S. lobbies of Moscow and Kyiv in the lead-up to the war. — The report from the Quincy Institute for Responsible Statecraft analyzed domestic lobbying disclosures as well as documents filed with the Justice Department’s FARA Unit and found that lobbyists for Ukraine reported more than 13,000 political contacts last year as Ukrainian interests sought to scuttle Russia’s Nord Stream 2 pipeline and pushed for military support and to potentially join NATO. — In the same period, lobbyists for Russian interests reported just 21 political contacts under FARA, while taking in $42 million versus Ukrainian lobbyists’ $2 million. Differences in how each country’s interests registered their influence efforts mean that it’s difficult to compare the two accurately — for instance, much of Russia’s reported spending ($38 million) went toward operating state-owned media outlets like RT and Sputnik. — And while several firms simply reported no political activity on behalf of Russian clients, “another reason for the discrepancy in reported political activities is that, unlike Ukrainian interests, some firms representing Russian interests registered under” the more opaque Lobbying Disclosure Act, the report notes, including lobbyists advocating for Nord Stream 2. — Still, Ben Freeman , a research fellow at the think tank studying foreign influence and the author of the report, said in an interview that even among more prolific foreign lobbies, Ukraine’s outreach stood out. “What Ukraine did last year, it just blew everybody out of the water — I mean, by a factor of three or four times as much reported political activity,” he said. “That alone … to me was astounding, even before I started digging into what they had been doing.” — The report found that Ukraine’s lobbying was hardly spread evenly among different firms: “Just one firm, Yorktown Solutions, accounted for more than 91 percent of all political activities reported by the pro-Ukraine lobby,” it notes. And while collectively, the Hill was approached by Ukrainian lobbyists in 2021 more days than Congress was in session that year, activity tended to revolve around key developments, such as when President Joe Biden waived sanctions on Nord Stream 2. That was the Ukraine lobby’s busiest day for outreach to congressional contacts, and represents how little success Ukrainian interests had in Washington — at least before Russia’s invasion. — Russia’s roster of lobbyists in the U.S. before the war was well-connected and well-funded, including both former members of Congress and political strategists, and was focused mainly on making sure the Nord Stream 2 project was kept alive, as evidenced by increased spending on its Nord Stream 2 lobbyists during the first quarter of this year. — But with lobbyists fleeing Russian accounts as a result of international sanctions once the war began, there was suddenly “nothing between [Ukrainian lobbyists] and the goal line on a lot of things that they were pushing for,” Freeman said. “And so, you know, they get the Nord Stream sanctions, they get billions of dollars in U.S. military assistance, they get all of this stuff that they've been lobbying for for years … almost overnight.” — Meanwhile, Ukraine’s base of advocates in D.C. has only continued to grow and Kyiv has racked up numerous lobbying wins, though insight into the scale of FARA work behind the scenes can lag months behind. “In terms of the number of firms that are working for Ukraine, it's more than doubled since before the war,” Freeman said, which likely is still undercounting the lobbying and PR firms who’ve raced to offer services to Ukrainian interests free of charge. HOW WE GOT HERE: “Congress’ big swing at China’s economic and geopolitical ambitions turned out to be mostly a whiff ,” POLITICO’s Andrew Desiderio reports of the bill that many on K Street called for for months as a much-needed salve for supply chain hiccups . — “The Senate is poised to abandon months of work on legislation overhauling U.S. policy toward Beijing when, as soon as this week, it approves a drastically slimmed-down bill to boost domestic semiconductor manufacturing. It will do so without a firm guarantee that those tough-on-China provisions left on the cutting-room floor will ever become law.” — “The resulting legislation aims to address the nationwide microchip shortage by spurring domestic production, a pivotal step to depriving China of U.S. dollars, and is poised to include vital research-related provisions. But the failure of the initial vision for the bill has left Democrats and Republicans frustrated at their inability to come together on an enduring strategy to address what they see as the biggest long-term threat to U.S. national security. ‘This place is the land of missed opportunities,’ lamented Sen. Todd Young (R-Ind.), who has spent nearly two years on the larger effort to boost U.S. competition with China.” — “A frantic push by the Biden administration led lawmakers to suspend cross-Capitol negotiations on a more comprehensive China competition bill, instead pursuing the chips funding as well as a few other non-controversial provisions already settled in the talks. That was viewed by proponents of action as the more pragmatic option, given the White House’s recent warnings that U.S. companies are on the verge of taking their chip production overseas.” FLYING IN: The National Association of Chemical Distributors kicked off a two-day fly in today, the trade group’s first since before the pandemic. The group has around 100 meetings scheduled, roughly half of which are with members including Sens. Roger Wicker (R-Miss.), Tom Carper (D-Del.), Mike Braun (R-Ind.), Jim Inhofe (R-Okla.) and Jim Risch (R-Idaho).
