Former Hogan chief of staff heads to the private sector

FIRST IN PI: Former Maryland Gov. Larry Hogan’s chief of staff Amelia Chassé Alcivar is heading to Hilco Redevelopment Partners, as Hogan considers a bid for the presidency.

— Alcivar will serve as the newly established position of executive vice president of corporate affairs for the unit of Hilco Global, overseeing the company’s government and media relations. The first woman to serve as chief of staff to the Maryland governor, Alcivar was also previously Hogan’s communications director, communications director for the Republican Governors Association, and press secretary to Greg Abbott, the Texas governor.

— In an interview, Alcivar emphasized that HRP’s projects involved public-private partnerships, often with federal, state and local elected officials, along with regulatory entities. These kinds of collaborations are familiar to the former governor chief of staff, but she had seen them from a different vantage point, she said. Alcivar will be based in Alexandria, Va., where HRP is redeveloping a closed coal-fired power plant. The company’s projects have spanned Maryland, Illinois, Louisiana and Colorado.

— “I look forward to be able to work with government partners and be able to speak from a place of experience from someone who’s been on the oversight side, on the regulatory side, on the side of ensuring that citizens and communities are protected, and that I’m taking that experience and that lens to be a part of the team that’s going to work with the public sector to move these projects forward in a way that’s very collaborative,” she said.

— Hogan, a former National Governors Association chair, has said he is giving a presidential campaign “very serious consideration.” And Alcivar did not categorically close the door to returning to the former governor’s flank. When asked if she would work for Hogan again, should the former governor announce a bid, Alcivar declined to comment.

— “I have a incredible amount of belief in Governor Hogan’s value to be a leading voice in our national political dialogue and will continue to support him in any way I can, as he charts a future that I think will be impactful for our country in whatever he chooses to pursue,” she said.

FLYING IN: The Alliance for Headache Disorders Advocacy kicked off its annual fly-in today, and the group is set to rally its highest number of advocates ever to meet with lawmakers and staff both in person and virtually. Advocates are urging members to sign on to a letter to the Education Department to demand guidance affirming the potential eligibility of children with severe headache disorders for special education plans. The coalition will also ask lawmakers to support Sen. Tim Kaine’s (D-Va.) and Rep. Don Beyer’s (D-Va.) long Covid legislation and to join a new Congressional Headache Caucus.

WARREN’S CRYPTO CRACKDOWN: “Sen. Elizabeth Warren is branding herself as the scourge of crypto. And she’s not doing it alone,” my colleague Zachary Warmbrodt reports.

— “The progressive Massachusetts Democrat is starting to recruit conservative Senate Republicans to her anti-crypto cause and getting some early positive vibes from bank lobbyists, who also want to rein in digital asset startups.”

— “Warren has emerged as a lead lawmaker on crypto oversight and is trying to build support behind a bill that would have sweeping implications for the industry via tougher anti-money laundering restrictions, including requirements that more crypto service providers verify customer identities.”

QORVIS ALUMS LAUNCH NEW FIRM: Elissa Dodge and Philippa Levenberg, formerly chief client officer and head of digital for Qorvis Communications, respectively, have launched a new women-led communications firm, Sable Strategy.

— “We chose the name because Sables are unique animals that travel in female-led herds where they reach and maintain high speeds for long distances, displaying the stamina and nimbleness to outlast their predators,” Dodge said in a note announcing the new firm. “The name and brand identity reflects our approach and values.”

— Dodge also noted that her former employer, Qorvis, was sold last year. Qorvis’ management buyout from Publicis Groupe took effect on Dec. 31.

CONGRESS’ FARMERS ON FOOD PRICES: Four lawmakers tell POLITICO’s Garrett Downs and Meredith Lee Hill what’s increasing their farms’ costs and how to fix food inflation:

— “According to the January Consumer Price Index, the annual inflation rate dropped slightly to 6.4 percent from 6.5 percent, a figure that’s likely to cheer the Biden White House and Democrats. But the report — a closely watched measure of the economy — also found that the price of food in January increased slightly from the month before and was 10.1 percent higher than it was in January 2022, with the cost of eggs, meat and poultry leading the surge.”

— “While the annual rate of inflation saw a slight decrease, prices rose on a monthly basis with housing costs being the largest contributor to the increase.”

— “The factors driving high food prices are complex and political leaders have few tools to address them. So POLITICO turned to a group of Washington’s experts — four members of Congress who are also working farmers.”

Brad Stevens is joining Sen. Pete Ricketts’ (R-Neb.) office as state director. He most recently was regional VP at Stand Together.

Matt Leggett is now a partner at K&L Gates, Playbook reports. He previously was chief counsel for the Senate Energy and Natural Resources Committee.

Danny Kazin is joining MZL Media as a partner. Kazin previously ran American Bridge 21st Century’s paid media program for the 2022 cycle.

Grace Faerber is now a China analyst at Exovera. She previously was a government affairs associate at the U.S.-China Business Council.

Chris Brose, Anduril Industries’ chief strategy officer, has joined the Hoover Institution as a visiting fellow, Morning Defense reports.

Derek Brandt is now VP of government relations at the Society of Thoracic Surgeons. He previously was congressional affairs director for the American Academy of Neurology.

Christina Pryor is now chief of the office of public affairs at the Drug Enforcement Administration. She most recently worked at the Brunswick Group and is also an alum of Skadden.

Lisa Bianco is joining Perry, White, Ross & Jacobson as a partner and chair of its federal relations practice. She most recently was a senior staff member for the Jan. 6 committee and is a Joe Neguse, John Delaney and Steny Hoyer alum.

Yvonne Gutierrez is joining NARAL Pro-Choice America as chief strategy officer. She most recently was managing director at Latino Victory Project and is a Supermajority and Planned Parenthood alum.

Gypsy Moore is rejoining the Center for American Progress as general counsel. She most recently was associate general counsel for the John F. Kennedy Center for the Performing Arts and is an Education Department alum.

Benjamin Mossberg has been named deputy director of the Africa Center at the Atlantic Council. He most recently was senior policy adviser for Africa at the Treasury Department and worked for the State Department for 15 years.

Kimberly Donovan is starting at the Atlantic Council next week as the director of the Economic Statecraft Initiative within the GeoEconomics Center. She most recently was acting associate director of the intelligence division of Treasury and FinCEN.

Cordy Galligan has started marketing and comms firm CGC Strategies. She most recently was VP for communications at Brady, where she will still be consulting with.

Amy Merrill is now senior director, head of global carbon markets at the Center for Climate and Energy Solutions (C2ES). She previously served as senior legal counsel at Climate Asset Management.

Noah Pollak has joined Greenberg Traurig’s energy and natural resources practice as a shareholder. He previously worked at Norton Rose Fulbright.

Katie Isaacson has been promoted to be legislative associate at the American Legion.

Keelin Flynn has been promoted to be an assistant account executive at Prosek Partners.

— Verra has named Judith Simon its president, creating a new role to help lead the carbon offset standard-setting organization, our Allison Prang reports in The Long Game. Simon — a former vice president at both Zillow Group and Redfin — steps into her new leadership role this week. Her appointment comes as Verra has faced criticism over the integrity of its offsetting program. (Verra has pushed back against those allegations.)
