Coinbase grows its lobbying footprint

COINBASE GROWS ITS LOBBYING FOOTPRINT: Coinbase, the largest cryptocurrency exchange in the U.S., grew its lobbying footprint at the end of 2023 according to newly filed disclosures — a rare step following a year that saw legal issues gut the political influence of several of its former rival platforms.

— The exchange retained Rontel Batie of Batie & Associates at the beginning of December to lobby on landmark crypto legislation that was approved by the House Financial Services Committee last summer but has yet to make it to the floor of the full chamber.

— Coinbase has also hired theGROUP D.C., a firm that employs former staffers of some of D.C.’s top Democrats, including President Joe Biden. Democrats Darrel Thompson and Joseph Kwabena ​Nsiah are working on the account along with Republican lobbyist Pamela Thiessen.

— Coinbase also retains Porterfield, Fettig & Sears, the Madison Group, Franklin Square Group, Rich Feuer Anderson and Tiger Hill Partners, and spent almost $2.9 million on lobbying last year. That’s down from the $3.4 million Coinbase spent in 2022, but the new lobbying hires are the latest signal that the beleaguered digital assets industry is retooling its influence efforts ahead of a critical election year.

— Coinbase is one of the companies and executives funding a trio of super PACs with a $78 million war chest heading into 2024. CNBC later reported that the exchange was expected to contribute to a new dark money group funded by crypto players to help elect pro-crypto voices in November.

PINKHAM RETIRING FROM PAC: Doug Pinkham is stepping down from his post as president of the Public Affairs Council at the end of this year, the trade group announced. Pinkham has helmed PAC, which represents PR professionals, for nearly three decades and is only the group’s third leader since its founding in 1954.

— More recently, Pinkham oversaw the council’s expansion to include resources for grassroots and digital advocacy as well as corporate responsibility and issues management, and opened an office in Brussels. More recently, under Pinkham, PAC published studies examining how government affairs was impacted by the pandemic and looking at corporations’ responses to the Jan. 6 attack and various social issues.

CAN BOEING HANDLE THE HEAT?:Boeing cleaned house amid its last big aviation crisis. Now its latest safety debacle is raising questions about whether the company’s overhauled lobbying team can help it withstand government scrutiny any better than an old guard that was more steeped in aviation policy,” our Hailey Fuchs reports.

— “The aerospace and defense giant is still rebuilding its lobbying operation and relationships with lawmakers after the fatal crashes of two 737 MAX 8 jets in 2018 and 2019 — twin disasters that provoked doubts about Boeing’s safety practices and the Federal Aviation Administration’s oversight.”

— “The reshuffling of Boeing’s D.C. influence team, including more than a third of its registered federal lobbyists since 2019, will add an additional level of difficulty as the company responds to this month’s blowout of a door plug in a 737 MAX 9 over Oregon, according to seven people who have either interacted with or worked for Boeing or its top lobbyists. The seven were granted anonymity to speak freely about the company’s lobbying approach.”

— “Some who spoke to POLITICO defended the new team. One person working in government affairs in the aviation industry noted that Ziad Ojakli, the top lobbyist who joined Boeing in 2021, did not take over a fully formed team and that the rebuilding would take time.”

— “Much of the new registered lobbying crew, including Ojakli, has extensive backgrounds with associations or companies such as Ford rather than with airlines, plane manufacturers or the FAA. While some of these people still have ‘strong ties’ to Congress, a large chunk of the company’s talent was lost in the recent turnover, said one former Boeing lobbyist who left the company during the purge.”

HALEY AIDE LOBBIED FOR DEM DARK MONEY GROUP: “The New Hampshire state director for Republican Nikki Haley’s presidential campaign lobbied in 2020 for a Democratic dark money organization that spent millions of dollars that year willing Joe Biden to the White House, among other left-wing groups,” per the Washington Examiner’s Gabe Kaminsky.

— “Tyler Clark, who became Haley’s 2024 state director for the Granite State late last year, is listed on lobbying disclosures filed in New Hampshire as working in 2020 on behalf of Sixteen Thirty Fund, a nonprofit group managed by Arabella Advisors, the largest liberal dark money network in the United States.”

— “Clark, the former New Hampshire state director for Trust in the Mission, a super PAC allied with failed GOP White House hopeful Sen. Tim Scott (R-SC), also lobbied as recently as last year for New Hampshire’s chapters for the American Civil Liberties Union and American Federation of Teachers, two groups conservatives often criticize for purportedly operating as arms of the Democratic Party, according to lobbying disclosures.”

— "Clark, along with lobbyists Peter Bragdon, Andrew Hosmar, and Lucas Meyer, is listed on New Hampshire lobbying filings for Sixteen Thirty Fund filed in April 2020 and January 2021, respectively. The April 2020 filings also list $15,000 in total fees for the period received from the client, Sixteen Thirty Fund.”

— "In 2020, Sixteen Thirty Fund raked in $390 million, with half of that staggering haul originating from four donors combined, one of whom transferred $86.2 million to Sixteen Thirty Fund."

WALL STREET LICKS ITS WOUNDS: “As Donald Trump surges toward the Republican nomination, many Wall Street executives have made a calculated decision not to speak out against him, and in some cases they will consider supporting the Republican former president over Democratic President Joe Biden,” more than a dozen people familiar with the matter tell CNBC’s Brian Schwartz.

— “‘A lot of people on Wall Street have been living in this pipe dream of Trump not getting the nomination. People were in the first stage of [grief], denial. Now they’re trying to get their heads around the fact that Trump could be the nominee,’ said an executive at a private equity firm.”

— “Other financial executives have little appetite for angering the former president, and want to hedge their bets in the race for the White House, where polls show a close contest between Trump and Biden,” with outreach from Trump allies to donors of Florida Gov. Ron DeSantis picking up after DeSantis dropped out on Sunday. Meanwhile “few financial executives have concrete plans to put big money behind Haley, Trump’s only viable remaining primary rival.”

Jobs Report

Amanda Major has joined Eisai as director of government affairs. She most recently was director of government affairs and policy for Coherus BioSciences.

Elizabeth Cannon is now the first executive director of the Office of Information and Communications Technology and Services in the Commerce Department’s Bureau of Industry and Security. She most recently was senior corporate counsel for global trade at Microsoft, and is a DOJ alum.

Ari Gerstle is now a senior adviser at Cornerstone Research. He previously was assistant chief of the Economic Regulatory Section in the DOJ’s Antitrust Division.

— The Consumer Product Safety Commission is elevating Austin Schlick to become the agency’s new executive director. He previously was general counsel; he’ll be succeeded by Jessica Rich. She previously was of counsel and senior policy adviser for consumer protection at Kelley Drye & Warren, and is an FTC alum.

Andrea Porwoll is joining Bullpen Strategy Group as vice president in the communications practice and Carlo Zahl-Batlle and Michael Kruszka are joining as media intelligence associates. Porwoll most recently was communications director for former Speaker Kevin McCarthy.

Joe Van Wye is now senior legislative strategist at P Street. He previously was policy and outreach director at Farm Action.

Micron named Michael Ray senior vice president, chief legal officer and corporate secretary. He was previously chief legal officer for Western Digital.

Brian Waldman is now a firmwide managing partner at ArentFox Schiff.

Adam Hodge is joining Bully Pulpit International as a managing director in the D.C. office. Hodge was previously a spokesperson for the Biden National Security Council and assistant U.S. trade representative for public affairs and is an Ariel Investments, Treasury, Jim Clyburn and Chris Dodd alum.

Thales Defense & Security named Paul Mehney as its vice president for strategy and communications. He is the former director of public communications for the Army Program Executive Office Command, Control and Communications-Tactical.

Nicole Petta is a senior director for defense, aerospace and government at Rambus. She was previously director of strategic operations at Qualcomm and is a Pentagon alum.

Rachel Aland is now transportation director at the American Council for an Energy-Efficient Economy. She previously was freight program manager at the Coalition for Reimagined Mobility.

Barton Gellman is now senior adviser at the Brennan Center for Justice. He was previously a staff writer at The Atlantic and is the author of “Angler” and “Dark Mirror.”

Ascent Media has added Rachel Hargett as a senior account executive and producer and Drew Windheuser as junior editor and director of photography. The company has also promoted Lisa Moore to assistant vice president. Hargett was previously creative media director for Florida Gov. Ron DeSantis' reelect and Moore was previously a senior account executive and producer.

Beverly Hart is now head of state and local public policy and advocacy at Etsy. She previously was director of federal affairs at the Leukemia & Lymphoma Society.

Jessica Kahanek has been promoted to be assistant vice president for communications at the Association of American Railroads.

— The Washington Tax & Public Policy Group has promoted Zach Price to vice president. He was most recently a director at the firm.

Maranda Saling has joined Banner Public Affairs as vice president of government relations. She was previously government affairs and policy manager for the Rural Community Assistance Partnership and is a Cory Booker alum.

CREDIT UNIONS & COMMUNITY BANKS IN All 50 STATES OPPOSE THE DURBIN-MARSHALL CREDIT CARD BILL: The Durbin-Marshall credit card bill would create new government mandates on credit cards that would put consumer data and access to credit at risk. The bill would benefit corporate mega-stores, like Walmart and Target, at the expense of Main Street and the 135 million Americans who rely on credit unions and community banks. The threat of Durbin-Marshall to small financial institutions is so clear that 9,600+ credit unions and community banks in America are opposed to the bill. They also see through the so-called “carve out” for smaller banks which is a hoax to try and buy their support.
