Compared to his predecessor, President JOE BIDEN does not have a voracious diet for cable news. But he still regularly watches some shows; and among them, one in particular stands out.

Multiple people with knowledge of the president’s media consumption habits said he is a regular viewer of MSNBC’s Morning Joe (and, less frequently, CNN’s New Day), which he occasionally has on in the background as he starts his day. A number of the hosts and contributors on the show have years-long relationships with Biden. And he and co-hosts JOE SCARBOROUGH and MIKA BRZEZEISKI have spoken privately on occasion since the 2020 election.

While Morning Joe hasn’t nailed down a one-on-one interview with the president since he took office (very few at any network have), there’s an informal and overt link between the Scarborough/Brzezinski family and the Biden administration. Biden appointed Brezinski’s brother MARK BRZEZINSKI as ambassador to Poland just before the role took on tremendous importance following Russia’s invasion of neighboring Ukraine. (Joe and Mika were on hand when Vice President KAMALA HARRIS swore in Mark).

Mika has also known Biden since she was a kid, when Biden would meet with her father, the well-known former National Security Adviser ZBIGNIEW BRZEZINSKI (Biden received the second Zbigniew Brzezinski Annual Prize awarded by the Center for Strategic and International Studies). On Tuesday night, she’s set to host a live conversation with VAL BIDEN OWENS , the president’s sister and close confidante. It’ll be the second conversation she’s hosted recently with the president’s family. She also hosted a talk with first lady JILL BIDEN late last year as part of Forbes’ 50 over 50 event.

A new book by New York Times reporters ALEX BURNS and JONATHAN MARTIN dubbed Biden a “devout Morning Joe” viewer and reported that Harris sought counsel from Scarborough. A person close to the MSNBC host said he and the veep do not have such a close relationship where she would seek out his advice, though they did briefly see each other during a recent White House visit.

Biden, however, has turned to Morning Joe regulars on occasion. The president considers the program’s frequent guest, MIKE BARNICLE,  a friend — a relationship that Barnicle himself described as mutual. "I’ve known the President for a long time and am fortunate to be a friend of his," he said, stressing that he has not used his ties to Biden to advise him politically.

The Biden campaign also felt that Scarborough gave them fair treatment during the primary campaign, and did not write him off like other political pundits did. Biden himself called Scarborough after the host wrote an op-ed in the Washington Post in February 2020 titled, “No matter how this race ends, I’m proud of Joe Biden,” which published at a moment when it appeared that the vice president could lose the primary.

That doesn’t mean the show has held back in its criticism of Biden. When faced with allegations of sexual assault by former staffer TARA READE during the 2020 presidential campaign, Biden’s team chose a sitdown with Brzezinski to thoroughly address the allegations. The questions were pointed and direct, and one person said the campaign was not pleased with some of them. MSNBC and the White House did not return requests for comment.

The links between the show and the president have occasionally gotten some who appear on the program in hot water.

The historian and author JON MEACHAM was a nearly weekly fixture on the show for years. But after the New York Times reported that he had worked with the Biden team on several presidential speeches without disclosing his work to the network, MSNBC ended Meacham’s contributorship in 2020. He still regularly appears on Morning Joe as a guest.

Presidents have had close relationships with reporters and television hosts in the past, including in the era of cable news. DONALD TRUMP would seek counsel from a host of Fox News personalities and even had LOU DOBBS call in to White House strategy sessions on occasion.

Likewise, Brzezinski and Scarborough have had ties to politicians beyond Biden. Scarborough was close with the Bush family when he was still a member of Congress (one of the president’s spokespeople, NICOLE WALLACE, eventually became a show regular), and he has also been friendly with former President BILL CLINTON. During the 2016 election, his and Brzezinski’s relationship with Trump came under scrutiny as the then candidate would regularly call into the program for relatively lengthy interviews. That relationship eventually deteriorated into a nasty mess as their coverage of Trump grew increasingly negative and he responded by spreading conspiracies and smears about them.

HARRIS TESTS POSITIVE: The vice president tested positive for Covid-19 Tuesday, her office announced. Harris, who is fully vaccinated and doubly boosted, is not experiencing symptoms and will isolate until she tests negative. Our MYAH WARD has more.

WHAT THE WHITE HOUSE WANTS YOU TO READ: White House officials shared this New York Times op-ed with the headline: “Biden Has Already Done More for Rural America Than Trump Ever Did.” The guest essay by Iowa-based author ROBERT LEONARD argues “the rural economy is stronger, wages are higher and infrastructure projects are popping up all over.”

Infrastructure czar MITCH LANDRIEU tweeted out the piece, writing: “Truth.”

WHAT THE WHITE HOUSE DOESN’T WANT YOU TO READ: This JEFF STEIN and MIKE DeBONIS story in The Washington Post about the fading White House hopes for any deal on the remnants of Build Back Better. They write:

“White House officials are confronting the ‘real fear’ that they will fail to reach any deal with Manchin — even one that leaves out most of what Biden had initially hoped to accomplish, according to three senior administration officials and three outside advisers in communication with the White House.”

One senior administration official told the reporters: “The White House is throwing every iteration at him… But the relationship got to a bad place, in part because of tactics used on both sides.”

CLEMENCY COMES: Biden granted the first three pardons of his presidency and 75 commutations Tuesday. Those pardoned include: ABRAHAM BOLDEN SR., a former Secret Service agent convicted of federal bribery charges; BETTY JO BOGANS, who was convicted of possession with intent to distribute crack cocaine in 1998; and DEXTER JACKSON , who was convicted in 2002 for using his business to facilitate the trafficking of marijuana. ADDS TO THE WHCD GUEST LIST: MATT HILL , White House senior associate communications director, is going to the White House Correspondents’ Dinner with The Washington Post. REMI YAMAMOTO, senior adviser for communications for the White House chief of staff, is going with Axios. MARTHA STEWART is also set to attend as a guest of the DailyMail.com.

A few other organizations are using the opportunity to donate directly to journalism reporting charities. Talent agency WME, which represents a large number of high-profile television journalists, told its clients on Tuesday that instead of cosponsoring a party, it was making a donation to the Center for European Policy Analysis’ Democracy Fellowship Fund. CEPA IS sponsoring Ukraine and Russian journalists, researchers, and activists who have been forced to leave their home countries.

MEA CULPA: Climate coordinator GINA MCCARTHY will not be attending the WHCA, contrary to what we included in the newsletter yesterday. We also mislabeled MIGUEL CARDONA, who is the secretary of education. We feel dumb about both errors.

ANOTHER ONE GONE: JEFF NUSSBAUM, a speechwriter for the president, announced on Twitter that his last day on the job was yesterday. The tweet was accompanied by a video of him giving a thumbs up in slow motion . Nussbaum has been in the position since February 2021.

AND…. ANOTHER ONE GONE: ELIZABETH WILKINS is now the director of the FTC’s Office of Policy Planning, our BRENDAN BORDELON reports for Pro s. Wilkins previously served as a senior adviser to the White House chief of staff. REEMA SHAH , deputy associate counsel for the White House, has taken over Wilkins’ advisory role, according to a White House official. TAKING LEAVE: DALEEP SINGH, who helped facilitate sanctions on Russia after its invasion of Ukraine as Biden’s deputy national security adviser for international economics, is taking an extended leave of absence, WaPo’s TYLER PAGER scooped. Singh’s leave is expected to begin next month and is due to family reasons.

MR. JONES AND ME: DOUG JONES, former Alabama senator and nomination adviser to newly confirmed Supreme Court Justice KETANJI BROWN JACKSON , has returned to law firm ArentFox Schiff LLP, the company announced in a statement April 20. At the firm, Jones will continue advising clients on policies related to national security, health care and financial services.

FED LEADERSHIP CONFIRMED: The Senate Tuesday voted 52-43 to confirm LAEL BRAINARD as the Federal Reserve's vice chair. Brainard has served on the Fed since 2014 and was nominated by the president for the top post back in November 2021.

Defense Department Press Secretary JOHN KIRBY didn’t exactly intend on getting into the world of public affairs.

In the 1990’s, Kirby was looking to make a career move after teaching at the Naval Academy. A friend and fellow academy instructor also was looking to transfer and unsure of where to go next.

So, naturally, the pair “grabbed a paper plate, used a marker to draw eight ‘slices’ of pie on it and wrote the names of various officer communities in them. We devoted a slice for intelligence, cryptology, supply corps, and others,” he told The Pendulum back in 2015.

“Then we grabbed a tongue depressor from the academy clinic, drew an arrow on it and tacked it onto the center of the plate,” he said. “Every day for two weeks we spun the tongue depressor. And every day for two weeks, it landed on something different.”

After those two weeks, the duo decided it was decision day: “We shook hands, pledged that today was the day… and here I am.”

POTUS PUZZLER ANSWER

GEORGE WASHINGTON delivered the line in his first inaugural address. In addition to calling on Congress to avoid partisanship and encouraging the adoption of a Bill of Rights, the first president devoted a considerable part of the speech to his religious beliefs.
