There’s a tall Fox News reporter in his mid-30s with slicked back hair and an air of combative indignation who is getting under the skin of some people in JOE BIDEN’s administration. And he’s not PETER DOOCY.

BILL MELUGIN, a former local Los Angeles Emmy-winning reporter, has become a growing presence online and in broader political circles as Fox’s go-to reporter at the U.S. southern border. He’s done hundreds of television hits since joining the network last year, largely from border states, where he often focuses on the historic flow of migrants that are overwhelming communities there.

In recent days, several current and former White House and administration officials expressed to West Wing Playbook their increasing frustration with his on-air coverage, arguing that there is an alarmist quality to it, designed to feed political narratives rather than illuminate the actual issues feeding the migrant flow. Last week, he was the first to break the news that Florida Gov. RON DESANTIS chartered two planes to transport 50 Venezuelan migrants from Texas to Martha’s Vineyard to make a political statement about immigration. He followed up that story with appearances on Fox News opinion primetime — which some of Fox’s straight news reporters notably avoid — and a series of exclusives on DeSantis’ escalating fight with the Biden White House over migrants.

Immigration has been a key issue that has filled many hours of programming for Fox News since its inception. The network regularly dispatches people to the border to cover illegal border crossings, stoking fears about caravans of immigrants. The coverage is often accompanied by stories of crimes committed, despite studies showing the immigrants have a lower propensity for committing such acts.

But Melugin has helped usher in a new style of coverage of the issue by the network. He is part of a more technologically savvy generation of Fox reporters and producers whose work leans more heavily on on-the-ground reporting augmented by soaring aerial drone footage of migrants crossing the border. The technique gives the story a dramatic visual scale that Fox pundits use to bolster their arguments about the enormity of the problem (Fox has built up its flight team in recent years to incorporate aerial drone footage into the network’s coverage.)

Last year, Fox clashed with the Federal Aviation Administration over its use of drones to cover border migration in Texas after claiming the agency temporarily restricted drone use in the area. (The FAA said it first learned of drones being grounded from Fox reports claiming the agency was “trying to keep Fox News from covering what is happening.”)

As Melugin has become an increasingly visible figure on the network, his coverage has caught the attention of the White House, which has become increasingly irritated by his reporting. During a press conference last week, press secretary KARINE JEAN-PIERRE noted that Fox News got the heads up on the Martha’s Vineyard flight before local, state and federal agencies.

“The fact that Fox News — and not the Department of Homeland Security, the city, or local NGOs — were alerted about a plan to leave migrants, including children, on the side of a busy D.C. street makes clear that this is just a cruel, premeditated political stunt,” she said.

One administration official who used to work on immigration issues told West Wing Playbook that the Biden team has complained about the lack of nuance in the network’s coverage of the topic, which focuses more on the number of migrants rather than explaining the root causes of the situation. Another administration official believes that the conservative network amps up border coverage whenever there are bad headlines for conservatives in the news.

The White House has remained extremely sensitive to immigration issues in part because it’s been a political vulnerability for Biden.

As the New York Times reported in the spring, Biden’s own pollster JOHN ANZALONE told the president’s team in early 2021 that “immigration is a growing vulnerability for the president.” In a private presentation, he said “voters do not feel he has a plan to address the situation on the border, and it is starting to take a toll.” Since then, as illegal border crossings continue to soar, the administration’s Department of Homeland Security has proposed its own plan to transport migrants from the U.S.-Mexico border to towns closer to the Canadian border but has met internal resistance, as NBC News recently reported. 

As West Wing Playbook noted last week, White House officials have been frustrated and annoyed by the relocations, which they see as a political stunt for Republican governors angling for potential 2024 presidential runs. Top White House officials like RON KLAIN, ANITA DUNN, and others have made it clear to staff that they are aware of the powerfulness of immigration as a wedge issue for Republicans.

WHAT THE WHITE HOUSE WANTS YOU TO READ: This NATE SILVER post that Klain retweeted criticizing coverage of Biden telling “60 Minutes” that the “pandemic is over.”

Silver called the coverage “kind of obtuse. What [Biden] tried to communicate is that ‘COVID is still an issue, but we're at the point where it no longer needs to dominate our lives’. He's not trying to offer a technical definition of ‘pandemic’.”

WHAT THE WHITE HOUSE DOESN’T WANT YOU TO READ: ADAM CANCRYN and KRISTA MAHR’s story about the internal fallout from Biden’s declaration. The White House did not give its Covid team a heads up about the statement, even though the interview was conducted days earlier. As a result, many only learned about Biden’s remarks from tweets and news headlines. The CDC says that more than 300 people a day are still dying from Covid-19 and tens of thousands more are hospitalized.

A number of aides, including ANTHONY FAUCI, have since tried to add nuance to Biden’s unambiguous statement. KARINE JEAN-PIERRE argued in her briefing today that the president was “very clear in his ’60 Minutes’ interview, COVID remains a problem."

There are also internal fears of the potential political damage for Biden if a new Covid variant roars back within the next year.

DOUG THE DUDE: Second gentleman DOUG EMHOFF shadowed some White House interns for a day and posted a social video to encourage people to apply for spring internships. “I would be a good intern,” he noted.

WHAT, YOU COULDN’T GET BILLY JOEL?: ELTON JOHN will perform Friday at the White House South Lawn. The event, per the White House, is titled, “A Night When Hope and History Rhyme” and is meant to “celebrate the unifying and healing power of music… and honor the everyday history-makers in the audience.” But we — ok, fine, SAM STEIN — thought it was an opportunity for Sir Elton to reimagine his greatest hits for the Biden era.

Like, say, Tiny Dancer: "Hold me closer, Tony Fauci. Stop the variants with the high rates. Lay me down on vaccine needles. The pandemic's not quite over yet."  

Or Rocket Man: "Jill packed my bags last night, pre-flight. Heading out to... Delaware."

Or Goodbye Yellow Brick Road: "When will the gas come down? When will the prices land? I should have stuck with the charm. I should have been nicer to MBS."

We could go on but, frankly, everyone is better off if we don’t.

Former U.S. Air Force band member JAMES TEACHENOR worked with Chief of Space Operations Gen. JAY RAYMOND to write the lyrics and create a melody over the years. “The song was a long work in progress because I wanted it to encompass all the capabilities that the Space Force offers and its vision,” Teachenor said.

Agenda Setting

BIDEN v. DeSANTIS: In response to a shouted question about reports that Florida Gov. RON DeSANTIS will send migrants to Delaware, Biden quipped: "He should come visit. We have a beautiful shoreline." The Republican National Committee responded that Biden should visit the southern border instead, which he hasn’t done since 2008 (and that was a drive-by on the campaign trail).

RELATED: In response to a question about why the border is more overwhelmed under his watch, Biden called it "a totally different circumstance. What's on my watch now is Venezuela, Cuba and Nicaragua — and the ability to send them back to those states is not rational."

FIONA WATCH: The Biden administration has been working to provide emergency aid and resources for Puerto Rico after the island was hit by Hurricane Fiona over the weekend, five years after Hurricane Maria decimated the area. The island’s infrastructure had yet to fully recover from Maria and this latest natural disaster puts the administration’s rapid response capabilities to the test, CNN’s STEPHEN COLLINSON reports.
