JOE BIDEN may be the leader of the free world, but inside his home, he isn’t the head of his own pack.

That’s according to dog behaviorist CESAR MILLAN, widely known as the dog whisperer from his popular television series. Millan first offered his services to Biden two years ago after it was reported that the president’s older German shepherd, MAJOR, had bitten a number of people. But the Bidens ultimately sent the dog to live with family friends, and now his younger brother, COMMANDER, is following in his footsteps.

So, naturally, West Wing Playbook phoned Millan to get his take on the latest string of biting incidents, and how he would fix the problem.

This conversation has been edited for length and clarity.

OK, we saw this with Major, and now Commander. What’s going on here? 

Dogs don’t know that they’re living with the president or with you. That’s why dogs make humans really human, because it really has nothing to do with money, fame or power. 

One thing that I have seen over the years in the White House is they don’t have a protocol for dogs. It’s happened before with previous presidents. In any home, a dog needs to feel safe. He needs love, and he needs to trust, respect and love someone. 

In the dog world, that will be your authority leader. People call it the pack leader. You and a dog are a pack. You can call it family, but someone has to lead the family. They will tell you the rules, boundaries and limitations. And that’s why dogs get in trouble. 

So Commander is leading the pack? 

In America, they humanize the dog. They end up using human psychology on a dog, so they refer to the dog by their name. In the dog world, they don’t have a name. They have a position within the pack. Dogs who are allowed to play the leader position are going to believe that the mouth can be used. 

The dog they have is a middle-of-the-pack dog, so they have the right dog but if you let them take the lead, they’re going to do the wrong behavior. 

Has the White House reached out to you for help with the biting problem? 

No, they chose to send the dog to a dog trainer instead of sending the humans to a human trainer. I’m a human trainer that rehabilitates dogs. But what that says to me is you don’t understand the importance of a human trainer. 

Is it strange that Commander is mainly biting Secret Service Agents? 

Some dogs only bite gardeners. Some dogs only bite the mailman. The most important thing is how do we prevent this from happening to anyone? That way we have a dog who trusts everybody. 

Does the breed matter here? 

Three things that trigger aggression or a bite: If a dog is bored, if a dog is confused or if you give affection at the wrong time. 

Can the White House have a pit bull? Yes, just don’t let it go into pit bull mode. So if you don’t want the breed to come out, don’t let it come out. Keep them tired.

So if Biden called you tomorrow, how would you fix this? 

It will only take us two hours to come up with the agreement. As many as the whole White House staff could learn and make sure we’re all in agreement, commit and follow through. It shouldn’t be difficult because this is about the most primal knowledge that we’re not practicing. 

Everybody is going to connect, communicate and have an amazing relationship with this amazing German shepherd, and we’re all going to forget about what he did, because it wasn’t his fault. He was a puppy when he came in. He didn’t come with any issues. He didn’t say, “when I get older, I’m going to bite all the Secret Service.” That was not his dream!

This is the second dog. It’s like, “Hey guys, it’s obviously not the dog. Let the dog whisperer come into the White House and just do what I’ve done for 20 years.”

RIPE MELONI: Italian Prime Minister GIORGIA MELONI ran as an unabashed nationalist and her election was deeply concerning for Biden and his national security team. But the administration has been pleasantly surprised by the president’s interactions with her. Meloni’s aligned fully with NATO allies in support of Ukraine and has been noticeably solicitous of Biden in private meetings at recent summits. As HANNAH ROBERTS, JONATHAN LEMIRE and Eli reported, her official White House visit Thursday clarified her positioning as a true G-7 ally and member in good standing of the liberal democratic order.

HERE WE GO AGAIN: Meloni is also the latest foreign leader to visit the White House without participating in the traditional joint presser, often called a “two-by-two.” It’s become a recurring theme in the Biden White House to skip out on these events, as this newsletter has reported. White House press secretary KARINE JEAN-PIERRE told reporters on Thursday that it was not a unilateral decision this time. Yet, as some reporters pointed out, Meloni did appear interested in speaking with the press — she planned to hold her own press conference at the Italian Embassy as well as talk to reporters on the West Wing driveway.

WE’RE WORRIED ABOUT YOU, MAN: The White House is closely monitoring Sen. MITCH MCCONNELL’s health after he froze at a news conference Wednesday, our JENNIFER HABERKORN and Jonathan Lemire report. Biden and the Republican leader’s relationship goes back decades in the Senate and although the pair have been known to strongly disagree, Democrats are now keenly aware of the stability he provides. Some fear McConnell (R-Ky.), who has been a fixture in Senate leadership for years, is the last remaining bulwark preventing the chamber from resembling the dysfunctional House.

BEATING THE HEAT: Biden met with Phoenix Mayor KATE GALLEGO and San Antonio Mayor RON NIRENBERG to discuss ways to protect workers from record-high temperatures. The Department of Labor said it will increase inspections to support workers in high-risk industries such as construction and agriculture, our ZACK COLMAN reports. “Even those who deny that we’re in the midst of a climate crisis can’t deny the impact that extreme heat is having on Americans,” Biden said during a White House event — indoors.

July is on pace to be Earth’s hottest month on record and experts increasingly believe the warm weather is the hottest period in more than a century, our ZIA WEISE reports.

WHAT THE WHITE HOUSE WANTS YOU TO READ: Any story about how the U.S. economy grew by 2.4 percent last quarter, including this WSJ piece by SARAH CHANEY CAMBON and CHRISTIAN ROBLES. The pair write that economic experts are now “dialing back their recession expectations after many had projected a downturn would start in the middle of the year in response to Fed policy.” Business investment rose at 7 percent, highlighting how the growth in manufacturing is offsetting higher interest rates. Deputy press secretary ANDREW BATES tweeted the  WSJ piece.

He also tweeted a similar report from our Katy O'Donnell, who wrote that the new numbers are “bolstering the Biden administration’s argument” the economy is gaining strength. And he tweeted this write-up by Bloomberg’s READE PICKERT that emphasized the impact of legislation enacted by Biden that has incentivized billions in new private investment behind green energy projects and semiconductor manufacturing. Frankly, he tweeted seemingly every piece on the economic data.

WHAT THE WHITE HOUSE DOESN’T WANT YOU TO READ: This piece by Axios’ RUSSELL CONTRERAS about how Hispanic ranchers and farmers in parts of New Mexico are souring on Democrats. Contreras highlights recent polling that suggests the party’s appeal has declined among this demographic, with 39 percent of Hispanics voting nationally for Republicans compared to 25 percent in the 2018 midterms. Some ranchers in New Mexico have become frustrated with Democrats’ position on endangered species as some new regulations result in limiting the water rights of farmers.

PERSONNEL MOVES: Assistant press secretary ABDULLAH HASAN is leaving the White House to attend law school. ANGELO FERNÁNDEZ HERNÁNDEZ, who is taking over his portfolio, previously served as deputy press secretary at the Department of Homeland Security.

— ADRIENNE WATSON is returning as spokesperson for the National Security Council, taking over for ADAM HODGE, who filled in while Watson was on parental leave.

ROUND 36: The White House announced Biden’s 36th round of judicial nominees, bringing his total federal nominations to 180. This time around, he nominated JOSHUA KOLAR and RICHARD FEDERICO to serve on appellate courts, and JEFFREY BRYAN and EUMI LEE to serve on district courts.

Agenda Setting

THE FIGHT TO CURE CANCER: The Biden administration on Thursday launched a new initiative aimed at allowing surgeons to remove cancerous tumors with improved accuracy. The Advanced Research Projects Agency for Health, part of Biden's “moonshot” to end cancer, mirrors the Pentagon’s DARPA program and will involve collaboration between the public and private sectors.

The Department of Veterans affairs also announced that veterans exposed to toxic burn pits will be able to receive cancer risk assessments to further study the relationship between their conditions and other forms of cancer.

A BLOW FOR NIMBYISM: The White House announced a series of steps on Thursday intended to protect renters and lower housing costs. It came as the Department of Housing and Urban Development unveiled an $85 million program to expand higher density zoning and affordable housing. Our KATY O’DONNELL has more for our Pro s.
