Learn how advanced technology, refined operations and ongoing infrastructure investments deliver efficient, environmentally responsible and affordable transportation solutions. | | RAKING IT IN: Business on K Street remained white hot during the second quarter of 2022, according to lobbying disclosures released over the past 48 hours, with many firms only building on the record breaking lobbying revenues they saw over the same period a year ago when Washington was consumed by negotiations over what then was a proposed $3.5 trillion social spending and climate package. — Of the top 20 firms by lobbying revenue during Q2, only two saw that revenue dip compared with the first three months of this year. Meanwhile eight top 20 firms saw their lobbying fees increase by at least 10 percent year-over-year, according to a PI analysis of the numbers. — The will-they-or-won’t-they nature of reconciliation negotiations between Senate Majority Leader Chuck Schumer and Sen. Joe Manchin (D-W.Va.) continued to drive action on K Street of course, according to lobbyists, but so did negotiations on Congress’ efforts to level the economic playing field with China and shower the semiconductor industry with subsidies to boost U.S. chip manufacturing, and lawmakers’ push to rein in the tech industry. — The third quarter, which kicked off this month, has gotten off to a quick start, too, with time winding down for the Democratic controlled Congress to pass a number of those major priorities before campaign season kicks into gear and Republicans mount an expected takeover of the House. Clients are already beginning to focus on what that change in power could look like, said Michele Pearce, the co-chair of Covington & Burling’s public policy practice. — “With changes of control possible in the House or Senate, clients are asking us how best to prepare for the possibility of competing agendas between Congress and the White House next year, while also being prepared for the possibility of renewed legislative activity if the Democrats maintain control,” she said in a statement. — Marc Lampkin, the managing partner at Brownstein Hyatt Farber Schreck , said in an interview that in addition to fielding queries from clients on what to expect following the midterms, K Street will stay busy on must-pass bills to fund the government and reauthorize defense programs “that always have the potential to carry lots of incremental activities.” There’s also the “specter” of potential lame duck legislative activity “that always provokes lots of interest in what's going on in Washington,” he said. — Rich Gold, whose firm Holland & Knight saw lobbying revenues increase by more than $2 million year over year, said he expects a “pretty robust” lame duck session, with a number of sectors maneuvering for a favorable tax extenders package. LOBBYING 1 FIRST STREET: “A former leader of the religious right contends that an effort he helped lead to influence conservative Supreme Court justices through prayer sessions, private dinners and other social events contributed to the stridency of the court’s opinion last month striking down Roe v. Wade,” POLITICO’s Josh Gerstein reports. — “Rev. Rob Schenck said on a religion-focused podcast released last week that the behind-the-scenes lobbying effort led by his former group Faith and Action to encourage the conservative justices to ‘be bolder and far more assertive in their opinions’ on social issues like abortion contributed to the sweeping nature of the five-justice majority’s decision to roll back abortion rights.” — “ POLITICO reported earlier this month that the Supreme Court-focused campaign Schenck mounted, known as ‘Operation Higher Court,’ sought to use social interactions with a slew of religiously-conservative couples to coax justices to be more vocal about defending and promoting conservative religious views and values in their opinions.” In the podcast interview, “Schenck described the effort to seize opportunities to talk, pray and dine with the justices as a rather traditional, if unusually focused, Washington lobbying campaign.” PGA TOUR LOBBIED WHITE HOUSE ON SAUDI GOLF LEAGUE: “Since last year, the PGA Tour has been speaking behind the scenes with White House officials and congressional lawmakers about its concerns with LIV Golf, a rival league funded by Saudi Arabia,” CNBC’s Brian Schwartz writes. — “As plans for LIV Golf were coming together, the PGA Tour quietly started reaching out to the White House and lawmakers from both sides of the aisle in the second quarter of 2021, according to lobbying disclosure reports and people familiar with the matter. Since last year, the PGA Tour has paid $360,000 to the firm DLA Piper to lobby lawmakers on their behalf for multiple topics, including ‘Saudi Golf League proposals.’” — “The PGA Tour shelled out $120,000 in the second quarter of 2022, which spans from April to June 30, according to the most recent filing. Records show that’s the most the PGA Tour has spent on lobbying in a given time period since it spent the same amount in the first half of 2004.” — The “lobbying efforts last year prompted Biden advisors to propose a sit-down meeting between a PGA Tour representative and Saudi Arabia’s ambassador to the U.S., Reema bint Bandar Al Saud , to discuss the Saudi-financed golf league, according to one of the people with knowledge of the effort.
