FARA FRIDAY: The Ethiopian government has hired more help in Washington as the Biden administration continues to issue warnings and reports of atrocities against the Tigrayan people continue to trickle out. Holland & Knight’s Michael Cavanaugh, Rich Gold, Michael Galano and Ronald Oleynik will assist Ethiopia’s Ministry of Peace with “strategic counsel and federal government relations” before both Congress and the White House, according to documents filed with the Justice Department.

The six-month contract is worth $270,000, and was disclosed the same day national security adviser Jake Sullivan spoke with Ethiopian Deputy Prime Minister Demeke Mekonnen, according to the White House, to convey the administration’s “grave concern” over the unfolding humanitarian crisis in the country, which Secretary of State Tony Blinken has said amounts to “ethnic cleansing” by the government in Addis Ababa against the Tigray people.

— President Joe Biden dispatched one of his top congressional allies, Sen. Chris Coons (D-Del.) to the Ethiopian capital last month. Prime Minister Abiy Ahmed told Coons during the visit that he is “deeply concerned” about reported atrocities, and is “fully committed to investigating all allegations of human rights abuses” and bringing to justice those responsible for the brutalities, according to a letter from Ethiopia’s ambassador to the United States to the heads of the House Foreign Affairs Committee that was disclosed to the Justice Department by the lobbying firm Venable, which is representing the Ethiopian embassy.

— Meanwhile Arnold & Porter Kaye Scholer has inked a yearlong deal with the office of El Salvadoran President Nayib Bukele worth $1.2 million, the firm disclosed this week. Raul Herrera, a partner at the firm, and Thomas Shannon , a top former State Department official who served for brief periods at the beginning of the Trump administration as both the acting secretary and deputy secretary of State, will provide strategic counsel and legal consulting to the Salvadoran president. The Associated Press reported Thursday that Bukele snubbed Ricardo Zuniga , the Biden administration’s envoy to Central America’s so-called Northern Triangle countries during a visit to the region this week.

— The slight came after the Biden administration refused to see Bukele on an unannounced trip to the U.S. in February, and as Democrats step up criticism of Bukele’s administration amid a record surge of migrants to the U.S. border.

HOME-BASED CARE COALITION ADDS 7: Moving Health Home, a new coalition of health industry players lobbying to shift health care services into the home, has added seven new members to the group following its launch last month. Hospice and palliative care provider Compassus, the University of Pittsburgh Medical Center, U.S. Medical Management, the Visiting Nurse Service of New York, health care system Advocate Aurora Health, Contessa Health, and Vituity will join the group’s founding members, which include Amazon Care, Landmark Health, Signify Health, Dispatch Health, Elara Caring, Intermountain Healthcare, Home Instead, Ascension and Amwell.

— The coalition aims at maintaining and building on the progress of shifting health care services out of institutional settings and into homes that the coronavirus only accelerated. The group’s most urgent priority is the extension of authorities granted by the Centers for Medicare and Medicaid Services during the pandemic that allow for hospital-level care at home, according to Sirona Strategies’ Krista Drobac , a lobbyist representing the coalition, though the group will also advocate for changes in reimbursement and payment models to accommodate what they view as an overdue shift.

FLORIDA SUES OVER CRUISE RESTRICTIONS: “Florida on Thursday filed a federal lawsuit to force the Biden administration to scrap regulations that are blocking the cruise industry from resuming operations,” POLITICO’s Gary Fineout reports. “It’s not reasonable, it’s not rational,” Gov. Ron DeSantis said as he announced the suit in Miami. “We don’t believe the federal government has the right to mothball an industry for over a year based on very little evidence and very little data.”

— The lawsuit names HHS Secretary Xavier Becerra and CDC Director Rochelle Walensky, and comes as the cruise and travel industry urge the Biden administration to rescind a no-sail order that has been in place since the beginning of the pandemic. “The CDC has revised its orders, but Florida’s lawsuit maintains that under the current restrictions, cruise lines may be shuttered until November” and “asks a federal judge to block the CDC from continuing to impose a no-sail order on cruise lines and allow cruises to resume as long as they operate with ‘reasonable safety protocols.’”

SCHWARTZ JUMPS TO BLUECROSS BLUESHIELD: Health insurer CareFirst BlueCross BlueShield has tapped an industry veteran, David Schwartz, as its new vice president of public policy and federal affairs. Schwartz spent the past six years at another major insurer, Cigna , as its global head of public policy, and previously worked for former Sen. Max Baucus (D-Mont.) as the Senate Finance Committee’s chief health and human services counsel.

A NEW TWIST IN ZUBERI CASE: The Wall Street Journal’s Byron Tau (a PI alum) reports that “ Imaad Zuberi, an American businessman who hobnobbed with world leaders and the international business elite” and “was sentenced in February to 12 years in prison after pleading guilty to tax evasion, foreign-influence peddling and campaign-finance violations” was a “longtime U.S. intelligence source for the U.S. government, according to legal documents reviewed by The Wall Street Journal and people familiar with the businessman’s defense.”

— “In a memo arguing for leniency at sentencing, Mr. Zuberi’s legal team wrote: ‘His cooperation and assistance to this country has spanned over a decade, as described in more detail in Mr. Zuberi’s [Classified Information Procedures Act] filing.’ They referred to that record as the ‘most remarkable list of assistance to the country encountered by experienced counsel and the court.’”

GOPUFF HIRES ANOTHER FROM ANHEUSER-BUSCH: The convenience delivery app GoPuff continues to build up its presence in D.C., hiring Stef Webb to lead its federal government affairs efforts. Webb most recently served as director of federal government affairs at Anheuser-Busch and was behind events like Brew Across America, an annual congressional brewing competition. Webb is not the only Anheuser-Busch alum on GoPuff’s team — the company’s vice president of corporate affairs, Doug Bailey, previously helmed the brewer’s D.C. office.

— GoPuff recently registered its first lobbyists, including Bailey, to lobby on alcohol, retail and labor issues as fellow gig companies like Uber, Lyft, DoorDash, Instacart and Postmates grow their lobbying footprints in Washington as well.

CONSULTANCY WORKING FOR GAETZ THREATENS TO SUE JOURNALISTS WRITING ABOUT HIM: “A boutique conservative consultancy group working on behalf of Rep. Matt Gaetz is threatening to sue journalists for their coverage of the embattled congressman,” per POLITICO’s Gabby Orr and Meridith McGraw. “The entity, Logan Circle Group, is run by Harlan Hill, a former Democrat who became a top Trump surrogate during the 2016 presidential election. The official behind the recent legal threats is Erin Elmore , a colleague of Hill’s at the Washington-based consulting firm and a Season 3 contestant on ‘The Apprentice.’”

Jobs Report

Matt Bisenius has joined the American Cleaning Institute as director of government affairs. He was most recently chief of staff to former Rep. Jim Sensenbrenner (R-Wis.), and plans on registering to lobby.

— The International Foodservice Distributors Association is bringing on Mala Parker as vice president of government relations. She was most recently deputy administrator at the Federal Highway Administration.

Marta Belcher will be general counsel and head of policy at Protocol Labs. She was previously an attorney in Ropes & Gray LLP's intellectual property litigation and data practice groups.

Greg Nuzzi has been tapped to lead Adfero’s public affairs practice, and Misty Fuller will lead its health practice. Both are senior vice presidents. Adfero has also added Hannah Leve as account executive in the health practice and Maddie Goldstein as a graphic designer across both practices.

Greg Jacob will rejoin O’Melveny as a partner, Playbook reports. He previously was counsel to vice president Mike Pence and deputy assistant to the president.

Steve Case, the chairman and CEO of Revolution, has joined TechNet’s Executive Council, and Revolution is joining the industry trade association.

Omidyar Network has hired Michele Lawrence Jawando as senior vice president of programs. She was previously head of U.S. strategic engagement and public policy partnerships at Google.

Peter Thomas has been elected as managing partner of Powers Pyles Sutter & Verville, replacing Jim Jorling, who has served as managing partner for 5 years.

Bob Harward has joined the Michael Best Strategies advisory board. He is currently chief executive for Lockheed Martin Middle East.

Lee Morrow is now digital fundraising specialist at Basecamp Strategy. He previously was elections manager at NETWORK Lobby for Catholic Social Justice.

Americans are cleaning more than ever. They deserve to know what’s in their cleaning products. Unfortunately, the U.S. has no national standard. HCPA is determined to change that by working with diverse partners to pass a commonsense, federal standard for ingredient disclosure. In cooperation with consumer groups, NGOs, and manufacturers, HCPA helped draft the aptly named Cleaning Product Right to Know Act, which was enacted in California four years ago. We are pressing for a similar outcome in New York State. But piecemeal solutions confuse people and provide uneven disclosures. HCPA is leading the way in Washington for a strong, national standard that puts ingredients online and on packages just like in California. The pandemic began a clean-surface, handwashing trend.
