INSURERS HIRE LOBBYIST WHO HELPED CRAFT SURPRISE BILLING LEGISLATION: A pair of major health insurers have hired a Senate HELP veteran who helped craft last year’s bill on ending so-called surprise medical bills to lobby on how the fix gets implemented.

Adam Buckalew, the HELP Committee’s deputy health policy director before starting his own consulting firm, alb solutions, last month, will lobby for Anthem and Blue Cross Blue Shield on the No Surprises Act. It’s aimed at protecting patients from sky-high medical bills when they unwittingly receive out-of-network care, according to lobbying disclosures filed Monday.

— The bill calls for insurers and providers “to negotiate most billing disputes or bring their complaints to a mediator,” but prohibits “arbiters from taking into account Medicare and Medicaid rates, which are typically much lower than what commercial coverage pays,” POLITICO’s Susannah Luthi reported at the time.

— The agreement was the result of last-minute negotiations at the end of last year after a contentious and expensive lobbying battle between health providers and insurers, as well as infighting on the Hill, though now it is up to the Biden administration to write the rules for how the mediation system will work.

MORE NEW BUSINESS: Cruise line Royal Caribbean has enlisted the help of former Alaska Sen. Mark Begich, an ex-colleague of now-President Joe Biden, to help get the industry back on the water and sailing out of U.S. ports, as the hobbled industry steps up pressure on the Biden administration to lift a no-sail order that has been in place for more than a year now.

— The cruise operator, which retains Brownstein Hyatt Farber Schreck — where Begich is a strategic consultant — and Kevin Kayes as a subcontractor of Brownstein, hired Begich’s Alaska-centric consulting firm Northern Compass Group, also as a subcontractor of Brownstein, last month to lobby on cruise issues “including recommencement of sailing,” according to a disclosure.

FIRST IN PI — FORBES TATE ADDS PR VET: Forbes-Tate Partners has hired communications strategist Christy Moran as a senior vice president on its public affairs team. For the past eight years or so, Moran ran her own communications firm and consulted with Weber Merritt, and before that she ran comms for the NFL Players’ Association.

— At Forbes-Tate she’ll start immediately with several clients, including the Partnership for America’s Health Care Future and the recently launched Coalition for Cannabis Policy, Education, and Regulation. She’s bringing one longtime client, the American Pizza Community, with her to the firm.

MORE SHAREHOLDERS ARE ASKING FOR LOBBYING TRANSPARENCY: “Hundreds of American companies have promised to cut greenhouse gas emissions, but their lobbying hasn’t always jibed with their public promises,” POLITICO’s Catherine Boudreau reports. “Now shareholders are demanding transparency, asking for details about corporate climate advocacy on Capitol Hill and in statehouses across the country.”

— “Investors have filed a record 13 shareholder proposals targeting climate lobbying this year, up from four filed last year. They’re asking whether companies that publicly promise to go green are privately funding trade groups and think tanks that deliver a different message to lawmakers.”

— Corporate giants like ExxonMobil, Sempra Energy, Phillips 66, United Airlines and Norfolk Southern “have urged shareholders to vote against proposals that would require them to report how their political activity aligns, or doesn’t, with goals of the Paris Climate Agreement, particularly their involvement with trade associations and other third-party groups.” At least half a dozen, meanwhile, have disclosed or will disclose more information about their lobbying, including Duke Energy, Entergy, AIG, CSX, FirstEnergy and Valero.

MOVES AT THE CHAMBER: The U.S. Chamber of Commerce today announced that Justin Waller will be the business lobby’s new executive vice president and chief operating officer, and that Stefan Freiberg will be its new chief financial officer. Waller joined the Chamber in 2015 and most recently led its marketing and operations teams, while Freiberg comes to the trade group from the International Council of Shopping Centers, where he held the same role.

— Meanwhile, several other top Chamber staffers are departing the organization, including its top tax lobbyist, Caroline Harris, who is joining Capitol Tax Partners as partner after 14 years at the Chamber. CNBC’s Brian Schwartz reports that at least three other execs have left the business lobby in recent months, as the group’s top leadership and its relationship with its key Washington constituency, Republicans, have shifted.

GUIDEPOST ADDS 5: GuidePost Strategies has hired Caroline Canfield, who was previously the Senate Veterans Affairs Committee’s Republican staff director, as president of its government relations practice. The firm also brought on Michael Bain and John Davis as principals, and John Gray and Chris Pair as senior advisers. Bain was previously a lobbyist at Cozen O’Connor. Davis previously worked for Sen. Amy Klobuchar’s presidential campaign. Gray was Vice President Mike Pence’s policy director. And Pair was a consultant and before that worked for Oregon Gov. Kate Brown.

SPOTTED: In the launch video for former Education Secretary John B. King Jr.’s Maryland gubernatorial bid, Covington & Burling’s Broderick Johnson makes a brief appearance. “John understands the relationship between closing educational gaps and closing economic gaps,” Johnson, who served as President Barack Obama’s liaison to his Cabinet, says in the video.

BIDEN INFRASTRUCTURE PLAN SPARKS LOBBYING OFFENSIVE FROM INTERNET PROVIDERS: “President Joe Biden’s infrastructure plan is igniting a broadband lobbying fight, with multiple internet providers claiming Democrats are miscalculating and abandoning rural America — not to mention threatening the companies' bottom lines,” POLITICO’s John Hendel reports.

— “That’s an unsettling prospect to providers specializing in alternative ways to get online, like using wireless radio waves and 5G, cable TV lines and satellite-beamed internet. That includes companies ranging from Comcast to AT&T to billionaire Elon Musk’s SpaceX . Worried that Democrats will cut them out of these subsidy plans, they’re going on the offensive.”

— While specifics get hammered out in the coming weeks, “the fight over how to target the money is likely to take center stage. The corporate lobbying campaigns could pressure some of the moderate, rural Democrats that party leaders may need, especially if they angle to move infrastructure legislation along a party-line vote under budget reconciliation.”

HOUSE TO BEGIN ALLOWING LOBBYISTS BACK: House members and their staff will be able to escort visitors on “official business,” including lobbyists, into the Capitol again beginning tomorrow, Axios Hans Nichols and Kadia Goba report, after more than year of restrictions due to the pandemic. “The Senate already allows official visits, with a staff escort,” and the policy will expand “to the five House office buildings beginning April 29, a day after President Biden is set to deliver a joint address to Congress.”

FORMER TOP BANK REGULATOR JOINS CRYPTO EXCHANGE: Brian Brooks, who served as the acting head of the Office of the Comptroller of the Currency during the Trump administration, is heading back to the cryptocurrency world, joining the bitcoin exchange Binance as its chief executive, The Wall Street Journal’s Alexander Osipovich reports.

— Brooks, who was previously chief legal officer for Coinbase , “was dubbed the ‘CryptoComptroller’ on social media for his friendly attitude toward digital currencies. Under his watch, the OCC released guidance clarifying that banks could provide cryptocurrency custody services and use stablecoins to facilitate payment activities, moves that helped make it easier for traditional financial institutions to get into crypto.” The hiring comes as the industry has looked to shore up its ties to Washington as policymakers look to hash out a regulatory framework on digital currency.

— The grocery giant Albertsons has hired Sarah Bovim as its new top lobbyist. She’ll be senior vice president for government affairs and public policy, a new position at the company. She was previously Whirlpool’s vice president of government relations.

Peter Prowitt is joining the Aerospace Industries Association as its chief operating officer. He most recently served as executive director of global government relations at GE Aviation.

Christopher Rufo has joined the Manhattan Institute as a senior fellow and director of its new initiative on critical race theory. He is also contributing editor at the institute’s City Journal.

Susan Neely, president and CEO of the American Council of Life Insurers, has joined the American Council for Capital Formation’s board of advisers.

FMC has added Elizabeth Boylan as director of government and industry affairs and Darryl Blakey as associate director for state government affairs in the U.S. Boylan most recently ran the D.C. office for Solvay 's North America government affairs team and Blakey most recently served as policy adviser to the chairman and associate director of the Office of Legislative & Intergovernmental Affairs at the CFTC.

Ninio Fetalvo is now an associate with Brunswick Group. He previously was director of strategic comms for the Centers for Medicare & Medicaid Services and is a Trump White House alum.

Jason Rossbach is now executive director of government relations at defense contractor Vectrus, Playbook reports. He most recently was senior director of government affairs at DynCorp International and is a Senate alum.
