WHAT THE NUMBERS MEAN: Democrats’ takeover of Washington in January — and the flurry of activity that such a transition shepherds in — is sustaining a lobbying boom that began with the pandemic last year and that lobbyists expect to continue for the next year or so.

Marc Lampkin, the managing partner at Brownstein Hyatt Farber Schreck , which narrowly won the title of K Street’s top earner, told PI that aside from the new administration and Congress’ changing priorities, there’s been lots of interest from clients who realize that “a lot is going to be decided” in Washington in the coming months. (Though Akin Gump Strauss Hauer & Feld was beat out for the top spot on K Street last quarter, the firm still posted its fifth straight quarter of more than $12 million in revenue.)

— “The first year of a presidency is usually busy,” said Karishma Page, the co-leader of K&L Gates’ public policy and law practice. But “the first year of this presidency has been even busier than usual. And we really have a robust outlook for policymaking” for the rest of the year as well, she said. Holland & Knight’s Rich Gold said the outlook is “at least as good and maybe better than” the opening months of the Obama administration.

— The return to “normal order,” with committees holding hearings and markups on various aspects of the White House’s infrastructure plan, will only expand the opportunity for lobbyists to advocate for their clients relative to the coronavirus relief bills that have been rushed through Congress for the past year, Gold added.

— Firms like Ballard Partners, with close ties to former President Donald Trump, and CGCN, which has doubled down on its all-GOP team, saw their revenues dip last quarter. “The pendulum swings both ways,” said Ballard Partners founder Brian Ballard, who was a top fundraiser for Trump and whose D.C. office, which only opened in 2017, has consistently ranked among the top firms in Washington.

— “We’re very pleased with where we are,” he said in an interview, contending that the firm, which has hired more well-connected Democrats as of late and pivoted toward lobbying Congress, will “continue to thrive in D.C.”

WHAT RICCHETTI LOBBIED THE WHITE HOUSE ON: Business is booming for Ricchetti Inc.’s Jeff Ricchetti , the brother of White House counselor Steve Ricchetti, according to lobbying disclosures filed Tuesday. Ricchetti’s lobbying firm pulled in $820,000 during the first three months of this year, nearly five times his revenue during the same period in 2020.

— The windfall came from more than a dozen clients, almost all of whom he signed last year once President Joe Biden became the presumptive Democratic nominee. His most lucrative contracts came from Amazon and TC Energy, the developer of the Keystone XL pipeline, whose permit Biden revoked on his first day in office. Both companies paid Ricchetti $90,000 for his work.

— According to Tuesday’s disclosures, Ricchetti’s lobbying work for four clients — pharmaceutical companies Vaxart, GlaxoSmithKline and Horizon Therapeutics, and TC Energy — involved outreach to the Executive Office of the President, which, separate from Biden’s actual office, includes entities like the Council of Economic Advisers, the National Economic Council, OMB, the National Security Council and USTR.

— In an email, Ricchetti insisted that “I do not lobby my brother and I have not even mentioned to him the names of clients that I currently represent.” He added that “for the better part of the last thirty years I have lobbied Members of Congress and their staff, and various individuals who have served in the successive Administrations. It is what I do for a living.” Ricchetti did not specify who in the EOP he lobbied.

FIRST IN PI AMERICANS FOR TAX REFORM POLLS CORPORATE RATE HIKE: Americans for Tax Reform is out with new polling that the group says shows voter hesitancy about Biden’s proposal to raise the corporate tax rate to 28 percent from 21 percent in order to fund his infrastructure plan, an issue it plans to hammer Democrats on. The survey, conducted by HarrisX for the group between March 31 and April 6, found 53 percent of voters would oppose hiking the tax rate to 28 percent, with more than two-thirds of voters calling it very or somewhat important to consider other countries’ tax rates when setting U.S. policy.

WHO BANKROLLED THE INAUGURATION: “Joe Biden campaigned on raising taxes on companies and the wealthy. It didn't dissuade some of America's biggest companies and richest donors from helping to fund his inauguration ,” POLITICO’s Theo Meyer reports. “Many of them opened up their checkbooks for Biden’s inaugural committee, helping him raise more than $61 million to fund his largely virtual festivities.”

“The list included companies with major business before the federal government — on everything from taxes to regulations — such as Uber, Lockheed Martin, Comcast, AT&T, Bank of America, Pfizer and Qualcomm, all of which gave the maximum $1 million.”

— The International Brotherhood of Electrical Workers labor union; the Sherwood Foundation, a Nebraska nonprofit run by Warren Buffett’s daughter, Susie Buffett; Levantine Entertainment LLC; and Masimo Corporation, a medical technology company whose founder, Joe Kiani, was a top donor to a super PAC that backed Biden during the Democratic primary, all also hit the $1 million cap, while close to two dozen other companies gave at least $100,000.

SANDERS TARGETS RESTAURANT LOBBY WHILE MANCHIN TARGETS SANDERS: Sen. Bernie Sanders (I-Vt.), and Democratic Reps. Brenda Lawrence (Mich.), Andy Levin (Mich.) and Mark Pocan (Wis.) joined restaurant workers Tuesday to denounce the National Restaurant Association for opposing legislation to raise the minimum wage to $15 an hour.

— “We are taking on a very powerful lobbying group,” Sanders said at an event targeting the restaurant lobby’s ongoing public affairs conference. Passing the bill will not be “an easy task here in the Senate,” Sanders conceded. “We do not have 60 votes. So we’re going to have to do it in other ways. But we’re going to do it.”

— Behind closed doors at the trade group’s conference Sen. Joe Manchin (D-W.Va.), one of the chamber’s most moderate members, who voted against the $15 minimum wage last month, had a somewhat similar political calculus, according to the Daily Poster’s Joel Warner and Andrew Perez.

— “We’ve been having meetings on minimum wage, and I can’t for the life of me understand why they don’t take a win on $11,” Manchin said during a panel discussion with the group’s top lobbyist, Sean Kennedy, according to the blog. “Bernie Sanders is totally committed in his heart and soul that $15 is the way to go. Well, it might be the way to go, Bernie, but it ain’t gonna go. You don’t have the votes for it. It’s not going to happen. So they’re going to walk away with their pride, saying we fought for $15, got nothing.”

NEW TRADE ASSOCIATION: More than three dozen technology development and integration companies today launched a new trade group, Alliance for Commercial Technology in Government, aimed at reducing barriers between the tech sector and the federal government. The alliance will push for more funding for innovation and technology purchases, including more incentives in procurement policy and speeding up the security clearance process, among other things, and has retained Vogel Group to lobby on its behalf.

IF YOU MISSED IT TUESDAY: “As the cost of federal elections rises almost every year, just 12 megadonors from both sides of the aisle — at least eight of whom are billionaires — made up a combined $3.4 billion in contributions to federal candidates and political groups in the past decade,” ABC NewsSoo Rin Kim writes.

— “This means that the top dozen donors — six of whom largely supported Democrats and six of whom generally supported Republicans — accounted for 7.5% of the $45 billion donated to federal political causes between January 2009 and December 2020, according to the analysis by Washington-based good-government group Issue One , based on campaign finance data compiled by the nonpartisan research group Center for Responsive Politics.”
