Presented by Coalition for App Fairness: Delivered daily, Influence gives you a comprehensive rundown and analysis of all lobby hires and news on K Street. | | | | By Caitlin Oprysko | Presented by Coalition for App Fairness | With Daniel Lippman HOW THE FEC IS CONSIDERING FIGHTING SCAM PACS: The FEC on Thursday weighed its options aimed at fighting the rise of so-called scam PACs, which steer donations from unwitting donors typically into the pockets of those running the fundraising operation rather than the candidates contributors think they’re supporting, and which have been on the rise in recent years. — In an open meeting, the federal campaign finance watchdog heard several recommendations from a working group put together to come up with solutions to this issue, most of which centered around ensuring donors are better informed about the political activities of the committee they’re interested in donating to. — The group proposed adding new data “snapshots” to the FEC’s website that would show a committee’s spending on direct candidate support or to specific vendors as a percentage of the PAC’s total disbursements, or an option to compare those figures between two committees, and producing an educational video. — While the FEC’s commissioners all appeared supportive of the measures, Chair Shana Broussard said she wouldn’t put them up for a vote quite yet in order for the agency to flesh out the proposals even further. — GOP Commissioner Trey Trainor expressed concern about the proposals potentially conveying the agency is “picking winners and losers based upon the data that we select to be used to come up with the number to say that this appears to be a scam PAC or this doesn't appear to be a scam,” and suggested controlling the data for differences in a PAC’s location or other factors that could skew the data. CLYDE GROUP ADDS 2 TO LEADERSHIP TEAM: The public affairs firm Clyde Group is expanding its leadership team, hiring Lisa Josephy to lead its health care practice and Dominic Hawkins as vice president. Josephy was most recently a senior vice president for the health care comms firm GCI Health, where she led campaigns for pharmaceutical giants from Pfizer and Johnson & Johnson to Novo Nordisk and Amgen. YOUTUBE EXEC TO MAKE RARE APPEARANCE IN HEARING NEXT WEEK: “Facebook, YouTube and Twitter executives are slated to testify at a Senate Judiciary hearing on algorithmic amplification next week, according to congressional aides, setting up a marquee session on a practice that’s facing mounting scrutiny from Democrats on Capitol Hill,” POLITICO’s Cristiano Lima reports. — Monika Bickert, Facebook’s vice president of content policy; Alexandra Veitch , YouTube’s public policy lead for the Americas; and Lauren Culbertson, Twitter’s head of U.S. public policy “will appear Tuesday before the panel’s privacy and technology subcommittee” on a panel with a pair of outside experts. — “YouTube CEO Susan Wojcicki has never testified alongside the other tech chiefs. Congressional aides said researchers have found YouTube to generally be less transparent about how their algorithms work than some other prominent platforms. How YouTube determines which videos to recommend to its users will be a big focus for the hearing, they said.” COMMUNITY BANKERS, ADA FLY IN: One benefit to being forced to hold virtual fly-ins is that they’re not limited to weeks when both chambers of Congress are in session. Next week even though the House will be out, dentist and dental students will be in, virtually of course, as will members of the Independent Community Bankers of America, who will hear from Senate Banking Chair Sherrod Brown (D-Ohio) and Sen. Joe Manchin (D-W.Va.) as part of their event. — Members of the American Dental Association will discuss issues like pandemic tax relief for small businesses, support for insurance coverage for medically necessary services resulting from congenital anomalies or birth defects and student loan reform at their fly-in on Wednesday, the group said. — Meanwhile the Association of International Educators wrapped up its fly-in this week which saw 200 participants meet with lawmakers, including Sen. Jack Reed (D-R.I.) and Reps. Antonio Delgado (D-N.Y.), Trey Hollingsworth (R-Ind.) and Rodney Davis (R-Ill.). But unions see it as a litmus test.” BIDEN’S NEXT TAX TARGETS: “President Joe Biden will propose almost doubling the capital gains tax rate for wealthy individuals to 39.6% to help pay for a raft of social spending that addresses long-standing inequality,” per Bloomberg’s Laura Davison and Allyson Versprille . “For those earning $1 million or more, the new top rate, coupled with an existing surtax on investment income, means that federal tax rates for wealthy investors could be as high as 43.4%. The new marginal 39.6% rate would be an increase from the current base rate of 20%, the people said on the condition of anonymity because the plan is not yet public.” TRUMP SHOW TO HEAD NORTH FOR THE SUMMER: Former President Donald Trump and his political team are plotting a move this summer from his Florida resort to Trump’s golf club in Bedminster, N.J., Insider’s Tom LoBionco reports. “‘They're moving the whole operation to New Jersey because they're going to start doing more fundraising,’ said one Trump advisor familiar with the deliberations.” — Bedminster, which is not far from Manhattan, “will put Trump closer to New York City's powerful and prolific community of Republican donors as he considers a third run for president in 2024” and the move “effectively shifts the center of power for Republican politics from South Florida to the suburbs of New York, at least for a few months.” HALPERIN HIRING SPARKS DISSENSION AT NO LABELS: “A nonpartisan political organization is facing blowback from its employees after hiring journalist Mark Halperin, whose career as a prominent TV pundit hit a wall after he faced multiple allegations of sexual harassment,” accoridng to The Washington Post’s Paul Farhi and Sarah Ellison. — “Junior staffers at No Labels objected this week when the organization hired Halperin,” and reportedly the “internal dissension grew so heated that two employees who complained were granted paid leave — to consider whether they want to stay, the organization said — and a third is considering resigning over it.” PHARMA RAISES SPECTER OF CHINA AS IT PUSHES AGAINST VACCINE WAIVER: “Renewed pressure from progressive lawmakers, other governments and comments last week from U.S. Trade Representative Katherine Tai last week have fanned industry fears the Biden administration may soon agree to hand over the valuable blueprints for producing Covid-19 vaccines to China and other competitors,” POLITICO’s Doug Palmer and Carmen Paun report. — While “Sen.
